We want to arm the victims both on set and in our audiences with the tools needed to become, as you said, survivors. We want to help the bullies understand the issue to the best of our abilities, with trained experts. We want parents to understand the harmful ramifications of bullying, and why they must act now.&lt;br /&gt;&lt;/p&gt;  &lt;p class="MsoPlainText"&gt;We want as many stories as we can get. Our producers also want two-sided stories, ones where we can talk to a bully and a victim, with integrity and all necessary precautions.&lt;br /&gt;&lt;/p&gt;  &lt;p class="MsoPlainText"&gt;We plan on empowering our&lt;span style=""&gt;  &lt;/span&gt;audience on this issue, and with your help, I hope we can. We plan on taping the show next week, so we need stories as soon as possible. Also on the call were Arne Duncan, secretary of education, and White House Domestic Policy Council Director Melody Barnes.&lt;/p&gt;The issue of harassment gained prominence this year after a spate of suicides by students who were being bullied. President Obama has called for greater awareness of the problem, saying the nation must "dispel the myth that bullying is just a normal rite of passage or an inevitable part of growing up." &lt;p&gt;The guidelines were part of a letter that began "Dear Colleague" sent Tuesday to thousands of schools, colleges, universities and school districts around the country that included examples of bullying and harassment cases that constituted violations of federal civil rights laws.&lt;/p&gt;&lt;p&gt;In addition, the government said the White House will host a conference next year on preventing bullying and harassment, building on efforts by Duncan's department and other agencies.&lt;/p&gt; &lt;p&gt;In August, the Obama administration hosted the first National Bullying Summit and launched a national campaign against bullying.&lt;/p&gt; &lt;p&gt;Ali said the government proposed $410 million in fiscal year 2011 spending for "successful, safe and healthy students," a 12 percent increase over 2010.&lt;/p&gt; &lt;p&gt;In a statement Tuesday, the American Civil Liberties Union welcomed the new government guidelines for making clear that most religious, gender and sexual harassment comes under federal civil rights prohibitions, but it called for expanding the federal law to eliminate any doubt.&lt;/p&gt; &lt;p&gt;"Though the guidance goes far under current law, it does not replace having a federal statute that explicitly protects" lesbian, gay, bisexual and transgender students, said Laura Murphy, the director of the ACLU's Washington legislative office.&lt;/p&gt; &lt;p class="cnnInline"&gt;Murphy called for Congress to pass the Student Non-Discrimination Act, a bill pending in the House and Senate that the ACLU said would guarantee that homosexual and transgender students are explicitly protected from harassment and discrimination under federal law.&lt;/p&gt; &lt;p&gt;The issue of harassment gained prominence this year after a spate of suicides by students who were being bullied. He felt scared and threatened. And his teachers didn't seem to care. &lt;/p&gt;&lt;/span&gt;&lt;/span&gt;&lt;span class="vitstorybody"&gt;&lt;span class="vitstorybody"&gt;He feels he has "no allies in his court," Debbie Lance wrote about her son, Montana, on Jan. 4. On Jan. 21, the boy walked into the nurse's restroom at the school, slipped a belt around his neck, and hanged himself.&lt;br /&gt;&lt;br /&gt;...&lt;/span&gt;&lt;/span&gt;&lt;span class="vitstorybody"&gt;&lt;span class="vitstorybody"&gt;"The Texas law doesn't cover much except transferring kids who are being bullied," said Brenda High, founder of Bully Police. "That doesn't solve the problem. This school has no clue.</title><content type='html'>According to Josh Duggan Sr., his 16-year-old son, Josh Jr., a sophomore at Fayetteville High School, was walking back to school from lunch, when he was attacked.&lt;br /&gt;&lt;br /&gt;"The guy yelled at him, swung him around, asked him if he was ready for round two. My son informed him he didn't want to fight."&lt;br /&gt;&lt;br /&gt;But Duggan Sr. says the boy didn't listen. Instead, according to Duggan, the 17-year-old senior kicked his son in the back of the knee breaking his leg, and then slammed his son's head into the concrete until he was unconscious.&lt;br /&gt;&lt;br /&gt;Duggan, Sr. says his son's injuries could have been prevented. According to him, this isn't the first time his son has been attacked. The boys had another altercation at school 3 to 4 weeks ago.&lt;br /&gt;&lt;br /&gt;"His mother had warned the school officials several times that this kid's not done. This is going to happen again," said Duggan Sr.&lt;br /&gt;&lt;br /&gt;He says this is a classic case of bullying gone to the extreme. Police still aren't quite convinced.&lt;br /&gt;&lt;br /&gt;"I know it's been reported as a bullying incident, but there is no evidence at this time, after talking with the witnesses and the suspect, of this being any bullying at all. It just seems to be a mutual combat thing between the victim and the suspect," said Sergeant Phelan with the Fayetteville Police Department.&lt;br /&gt;&lt;br /&gt;Duggan Sr. strongly disagrees.&lt;br /&gt;&lt;br /&gt;"I'm more than a little upset that certain officials are in the press saying that we can't determine if this was a bully attack or if this is a school yard brawl....That goes beyond a school yard brawl. That is excessive brutality. That is psociopathic tendencies coming from another student," said Duggan Sr.&lt;br /&gt;&lt;br /&gt;The alleged bully has been arrested and charged with 3rd Degree Battery. Depending on the extent of Duggan Jr.'s injuries, those charges could be upgraded and the suspect could be charged as an adult.&lt;br /&gt;&lt;br /&gt;Alan Wilbourne with the Fayetteville School District says they can not comment on the case, but says they are following discipline policies.&lt;br /&gt;&lt;br /&gt;Duggan says his son will not be returning to Fayetteville High School and he hopes his son's story can prevent more attacks like these.&lt;br /&gt;&lt;br /&gt;"I'm pleading to the city of Fayetteville. Make an example of this kid. The unidentified boy jumped from a school balcony. Fortunately, he survived the leap. The school made the boy sign a no suicide contract before his mother arrived promising not to try to harm himself again without first talking to a “caring and supportive adult” at home or school. The district also will pay his family $50,000 and cover the cost of counseling services.&lt;/p&gt; &lt;p class="inside-copy"&gt;In a landmark cyber-bullying case, a California state appeals court ruled last month that free speech doesn't protect legitimate-sounding threats online. The ruling supported a lawsuit by the father of a 15-year-old whose classmates at a Westlake prep school posted death threats and anti-gay rants on the boy's website.&lt;/p&gt; &lt;p class="inside-copy"&gt;What's the solution? Many experts say there's no substitute for a clear, vigorously enforced school policy on bullying, supplanted by periodic training of the entire staff, from guidance counselors to teachers and lunchroom workers.&lt;/p&gt; &lt;p class="inside-copy"&gt;Last month, the Massachusetts House and Senate passed different versions of anti-school bullying legislation that the regional office of the Anti-Defamation League says could emerge as the nation's strongest. Right now the law is in the reconciliation phase as both state houses have passed their versions of an anti bullying law. He got a lawyer.&lt;br /&gt;&lt;br /&gt;Officials for Hudson Area Schools in Michigan were ordered March 3 by a federal jury to pay former student Dane Patterson $800,000 for failing to protect him from school bullies...&lt;br /&gt;&lt;br /&gt;...Patterson tells the newspaper he complained to teachers and administrators, but nothing changed.&lt;br /&gt;&lt;br /&gt;"I can't even put into words the pain and suffering that I went through for years," Patterson, now 19, tells the Free Press. The decision revives a lawsuit brought by the parents of a Massachusetts kindergartner who said a third-grade boy on her school bus repeatedly made her lift her dress, pull down her underwear and spread her legs.&lt;br /&gt;&lt;br /&gt;Her parents, Lisa and Robert Fitzgerald, &lt;strong&gt;said officials in their Barnstable School district did not sufficiently address their complaints.&lt;/strong&gt; The parents sued under Title IX of the Education Act Amendments of 1972, which bans discrimination at schools that receive federal funds, and under a long-standing civil rights law known as Section 1983, which protects against discrimination based on the Constitution's equality guarantee...&lt;br /&gt;&lt;br /&gt;My Comments:&lt;br /&gt;WOW this is incredible news!!! &lt;br /&gt;There are two points I would like to comment on...&lt;br /&gt;First that the school "...did not sufficiently address their complaints."  This tells me that the schools had prior knowledge and did nothing.  This is what ultimately won this case, because if the school had not known about the bullying/sexual harassment, they could have plead ignorance in the matter. &lt;br /&gt;Second - the sexual nature of the complaint...&lt;br /&gt;Parents who are trying to stop a child's bullying will need to think of ways to complain to schools that the bullying was sexual. Wisconsin is proposing an anti bullying law in 2009.&lt;br /&gt;&lt;br /&gt;I’ve reviewed the proposed Wisconsin law and as it stands, I would give it a B+.  Using &lt;a href="http://www.bullypolice.org/grade.html"&gt;www.BullyPolice.org/grade.html&lt;/a&gt; as my grading guide...&lt;br /&gt;&lt;br /&gt;1)   The word "bullying" is used in the text of the bill/law/statutes.&lt;br /&gt;&lt;br /&gt;2)   The law is clearly an anti bullying law, not a school safety law.&lt;br /&gt;&lt;br /&gt;3)   There is a requirement for definitions of bullying and harassment. &lt;br /&gt;&lt;br /&gt;4)   There are recommendations on how to make policy and what needs to be in the model policy.&lt;br /&gt;&lt;br /&gt;½ point for number 5)   A good law involves education specialists at all levels, starting with the State Superintendent's (Education) office....  but the law only goes this far and doesn't require buy-in with School Districts, Schools, Parents and Students. &lt;br /&gt;&lt;br /&gt;6)   This law mandates anti bullying programs&lt;br /&gt;&lt;br /&gt;7)   There is a date the model policy is due, when the schools need to have their policies in place.  My only thought here is why the date is March 1, 2010 (and August 15, 2010 for School Boards). Others may have added a cyberbullying clause but I've not become aware of them yet. I know several states are talking about adding a cyberbullying clause to their laws.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The Case that Makes the Case for a Cyberbullying Law&lt;/strong&gt;&lt;br /&gt;One state, Missouri, may be taking action toward's a cyberbullying law this year because of the trial of Lori Drew. Apparently Drew actively conspired with two others in creating and maintaining a MySpace profile for a nonexistent 16-year-old boy named "Josh Evans" in September 2006. The Evans account was used by multiple people to flirt with, befriend and ultimately reject 13-year-old Megan Meier, who'd had a falling-out with Drew's daughter.&lt;br /&gt;One of the users of the account, Ms. Grills, a then-18-year-old woman employed by Drew and her husband, has admitted to sending a final, cruel message to Meier while posing as Evans: "&lt;em&gt;The world would be a better place without you. Have a shitty rest of your life&lt;/em&gt;." This call will be a Question &amp; Answer session and will be an hour long.  The last call was well attended.  The only downside was that many people had questions but we ran out of time. &lt;br /&gt;&lt;br /&gt;This call is open to ANY interested parent, activist, teacher or concerned individual who is not afraid to be heard in their community.&lt;br /&gt;&lt;br /&gt;Besides learning some techniques about the “politics to stopping bullies”, we will have a chance to meet others around the USA who are trying to make a difference in their schools and State. &lt;br /&gt;&lt;br /&gt;I will need an RSVP from anyone who plans to be on the call. I am just writing to give you a bit of good news really.&lt;br /&gt;On Wednesday 17th November 2004 I finally became a Police Officer. I work as a voluntary police officer here in the UK but when I have completed my degree in law plan to work as a regular officer fullt ime for few year&lt;br /&gt;However a little more exciting than that is on Friday November 19th 2004 I attended an awards ceremony. I have been a fianlist for Community Welsh Woman of the Year 2004. It was the most entered category and to have got to the final 3 at the age of just 19 I was stunned. The other fianlists were fully grown adults who had done wonderful things themselves. However, much to my surprise I won Community Welsh Woman of the Year 2004.&lt;br /&gt;On the Monday was the first ever Anti Bullying week in the UK and I did both local and national interviews for press, including a live interview for Sky News. Also as I was a finalist for another award, including winning Supreme Volunteer of the Year back in March 2004 I have now been offered a 3 year fellowship with the RSA in London.&lt;br /&gt;This is mainly being sent to let you know we're trying here in teh Uk to help stop bullying and maybe this can be an inspiration to your children, some of whom may still be victims. I was a victim until I was about 15. After 9 years of physcial and emotional torment by bullies I decided enough was enough and at 19 have been honoured with this award, but more than that have been able to make a difference. as we all try to do, it prevents our suffering from being in vane.&lt;br /&gt;Anyway, shall let you all get on now as I'm sure your busy. We support you all in your fight and only wish we were able to be there with you to lend our full support. As parents my husband and I can only cry for the anguish and despair that parents must suffer at the loss of their beloved child to bullying. Between 16 &amp; 20 children will take their lives each year here in the U.K and just recently young Laura Rhodes ended her life following reports of her suffering at the hands of bullies. Gemma dedicated her award to Laura. Every child has the right to feel safe in the environment in which they learn to enable them to reach their full potential and lead happy, carefree lives.&lt;br /&gt;Gem is a 19 year old Law student and has run her Full Stop 2 Bullying Campaign, counselling service and website for the past 3 years, receiving hits from all over the world. There have been 6,500 hits in the past year alone and Gemma is honoured to be an ambassador for Childline, working alongside DfES Minister Mr Ivan LEwis and anti-bullying charity Childlines' Esther Rantzen and the NSPCC.&lt;br /&gt;Gemma is a positive example of how you can come through the terrible ordeal of bullying as she suffered bullying for 9 years and there were times we too thought she would never survive. We as her parents did out utmost to stop her being hurt. She has just been awarded the Community Welsh Woman of The Year for her FULL STOP 2 BULLYING campaign and we are so very proud of her strength, confidence, willpower and the courage she has to speak out and tell her story. During our first Anti-Bullying week she gave a live Sky News interview which was so well received and messages of support have been received from all over the world to her website. She has spoken at government conferences all over the country this year and I have been proud to stand by her side as her hard-hitting, but caring speech reduced many delegates at the 800 strong conferences to tears.&lt;br /&gt;We are grateful to God that we have not had to face the loss of a child as you and too many other loving parents have, and applaud you in your fight to conquer bullying. Your son was such a very special, beautiful little boy and his Mum is one extra special lady. Rob Bell is a State Rep from Virginia.&lt;br /&gt;-------------------&gt;&lt;br /&gt;This is an update on our meeting with Rob Bell.&lt;br /&gt;First of all, thanks for the introduction to Rob Bell. We presented him with pictures and stories from our website and surveys and discussions with parents, and we provided him with a hard copy of a thick 3 ring binder book that we put together with tons of great resources and reference material on bullying prevention (from the Bully Police USA website.)&lt;br /&gt;Surprisingly, he wanted to go into a lot of depth on what we brought to him, asking tons of questions - and I believe we were wonderfully prepared, thanks to all the legwork, research and support of our Bully Police USA founder, Brenda High.&lt;br /&gt;Then we discussed the possibility of his sponsoring a bullying prevention bill this year.&lt;br /&gt;The meeting started off somewhat "guarded", as he is approached by one interest group after another all day long, but by the end of our 45 minute meeting, he had completely changed around to agreeing to make this his #2 priority (he had a "small" bill he said he'd already begun working on, and that it shouldn't take very much to finish it up, and then this would become his NUMBER #1 PRIORITY for "researching" and then drafting a bill.&lt;br /&gt;WOW - could have knocked me off the chair with a feather!!!&lt;br /&gt;We went from one of dozens of possible "causes", or bills, to the top of the pile, all in a 45 minute meeting. (That also shocked me - I thought we'd get about 15 minutes max). At any rate, seems this topic is very near and dear to his heart and I believe your efforts and meetings with Rob laid some great groundwork, such that he was already somewhat pre-disposed to proceeding. (I feel badly that it takes a child who nearly commits suicide to get this far, but now that we're getting closer, at least it won't all be in vain).&lt;br /&gt;Plus he felt more confident, I believe, that he could back up his position this time around because of the depth of research we submitted to him, including the info on the &lt;a href="http://www.blogger.com/app/www.BullyPolice.org"&gt;www.BullyPolice.org&lt;/a&gt; website. He didn't know there was a clearinghouse of info for all 50 States on bullying prevention and laws etc. We also gave him a letter from an elementary school principal who we are working with who has begun a school wide bullying prevention program. She provided some wonderful statistics:&lt;br /&gt;She has implemented the Olweus Bullying Prevention Program at her school and got 5 other elementary schools in her "cluster" to do likewise. Of their 9000+ students in those schools, 2395 students in grades 3-10 answered the 36 questions on the bullying survey. Pyramid wide here are some of their findings:&lt;br /&gt;. 21 % of students reported they are bullied 1-4 times per month&lt;br /&gt;. 15% reported that when they are bullied it is in the cafeteria&lt;br /&gt;. 19.4% said that teachers or other adults do not intervene when they&lt;br /&gt;know or hear about a bullying incident&lt;br /&gt;. 33.5% reported they would never interfere if they witnessed another&lt;br /&gt;peer being bullied&lt;br /&gt;. 10% of the student who are getting bullied, also reported they hate&lt;br /&gt;school&lt;br /&gt;Rob Bell said he wouldn't normally consider drafting a bill until December, but he felt it was sufficiently critical enough such that he'd do his research NOW, so that if he decided he couldn't handle it himself, we could "shop" for another bill sponsor.&lt;br /&gt;He also mentioned the autonomy of Virginia School Districts and the resistance he expects to get from Educator groups. (Actually, many STATES are the same). Not at all sure how to overcome this one. We're cc:ing Brenda and maybe she or someone in Bully Police has experience overcoming this issue.&lt;br /&gt;With all of our efforts, working together, I believe this just could become the year for a bullying prevention law in Virginia. I'm sorry that I was not at home to speak to you personally, however my wife Joanne took excellent notes of your conversation. I have spent considerable time researching your web site and the links therein.&lt;br /&gt;As an interesting aside, in a letter dated Sept. 28th, the Iowa Association of School Boards announced to all Iowa districts that they were refusing to take action on a recommendation to include sexual orientation as a separate and unique protected class. The Association position was that bullying, harassment, intimidation, and discrimination against any student should be prohibited.&lt;br /&gt;I thought you might be interested to see where your comments and advice has taken me in this debate. Comments and insights from your web site are liberally included and annotated. The policy I will propose is from the Kennewick, Washington School District as posted on your web site. Below is a cut and paste of my prepared comments for the next School Board meeting. That meeting is tonight, Monday 10/11/2004 at 7:00 PM CDT. I will let you know how this turns out.&lt;br /&gt;Sincerely,&lt;br /&gt;Les Shields, Board Member&lt;br /&gt;Clinton Community School District&lt;br /&gt;****************************************************************************************&lt;br /&gt;&lt;br /&gt;One of the basic concepts of a representative democracy is that we elect people to public office to represent our majority opinions. That being the case, the comments I have received over the last couple of weeks are running about 30 to 1 in support of my opinion. One can only hope that the rest of the Board has heard from many of our constituents just like I have, and more importantly, that we have listened to them.&lt;br /&gt;Our Administrative staff needs policies from this Board that clearly describes acts of discrimination, bullying, harassment, and intimidation that our District will not condone. This does not require a new category of victim. There is no valid reason why a particular group needs to be identified before we can protect them from discrimination, bullying, harassment, and intimidation. I want these protections for all of our students. I had hoped this Board's action last year in approving an anti-bullying policy, as recommended by the national Safe Schools Initiative, was instructive in this area. As you may recall, the Safe Schools Initiative was the result of a study about school violence all over the country, most notably the Columbine High School incident. Following is a short summary of just a few of those incidents which prompted the Safe Schools Initiative.&lt;br /&gt;School shooters: Secret service findings&lt;br /&gt;October 15, 2000&lt;br /&gt;Chicago Sun-Times&lt;br /&gt;BILL DEDMAN STAFF REPORTER&lt;br /&gt;James Alan Kearbey, 14, Goddard, Kan., Jan. 21, 1985. Killed the principal and three others in his junior high school. Said he was bullied and beaten by students for years.&lt;br /&gt;Nathan Faris,12, DeKalb, Mo., March 2, 1987. Teased about his chubbiness, Nathan shot a classmate, then shot himself to death.&lt;br /&gt;Toby Sincino, 16, Blackville, S.C., Oct. 12, 1995. Toby was picked on by students. A week before the shooting, he had been suspended for making an obscene gesture. He shot and wounded a math teacher, killed another math teacher, then killed himself. (Personal research revealed the bullying was because of his height  less than 5 feet tall)&lt;br /&gt;Barry Loukaitis,14, Moses Lake, Wash., Feb. 2, 1996. Walked into algebra class with a hunting rifle, two handguns and 78 rounds of ammunition. Killed the teacher and two students, wounded a third. One of the students killed had teased him. (Barry: "Some day people are going to regret teasing me.")&lt;br /&gt;Joseph "Colt" Todd,14, Stamps, Ark., Dec. 15, 1997. Shot two students. Said he was humiliated by teasing.&lt;br /&gt;Eric Harris,17, and Dylan Klebold, 18, near Littleton, Colo., April 20, 1999. The pair killed 12 students and one teacher, wounded 23 students, and killed themselves.&lt;br /&gt;"I just remember life not being much fun," a shooter recalls. "Reject, retard, loser. I remember `stick boy' a lot, 'cause I was so thin."&lt;br /&gt;(End of Chicago Sun Times reference)&lt;br /&gt;(These six incidents total 24 dead and 28 wounded)&lt;br /&gt;None of these incidents were about race, color, gender, marital status, national origin, religion, disability, or sexual orientation. So you see, the proposal before us tonight does nothing to end the discrimination, serious bullying, harassment, and intimidation issues in our schools like what happened in the incidents I summarized here. Unfortunately, there are many more incidents like these, but not enough time in this meeting to summarize them all. It has been the statement of several Board Members that this debate is about creating a safe learning environment for ALL of our students. I would also like to publicly state that I stand with you on that issue. But the proposed policy amendment before us tonight does not accomplish that goal. What does accomplish a safe learning environment for ALL of our students is a stronger policy, with clearer definitions and procedures for addressing discrimination, bullying, harassment, and intimidation against any student and for any reason.&lt;br /&gt;This debate in Clinton, Iowa has been heard coast to coast. The Clinton Herald website has a Reader's Comment from Massachusetts that attacks my earlier comments on this issue. On the other side of the U.S., I have heard from a woman in the state of Washington who supported my comments, and whose teenage son committed suicide in 1998 because of bullying at school. This woman has taken on the cause of stopping bullying, and on her website BullyPolice.org are posted several model anti-bullying policies. I will be presenting a model policy to the community and this Board tonight, and ask that the Board direct our Administration to begin the process to write this into our school district policies.&lt;br /&gt;The website BullyPolice.org rates Iowa as receiving an F in addressing bullying, both from the state level and from school district level policies. I can not think of one reason why Clinton Community Schools should not be a leader in this State in stopping discrimination, bullying, harassment, and intimidation for ANY reason.&lt;br /&gt;Defining the victim is like defining a particular leaf on a tree. Discrimination, bullying, harassment, and intimidation originate in the root, not in the leaf. I prefer to attack the root problem, rather than identifying individual leaves.&lt;br /&gt;For these reasons, I will move to amend the current motion by striking the words "sexual orientation" and insert the words "or for any other reason". Robert's Rules of Order prohibit me from making another motion at this time. Immediately following the Board vote on the motion before us, I will follow this with a presentation to the Board and community of a new anti-discrimination, bullying, harassment, and intimidation policy, and a motion to direct Administration to prepare and present to the Board a new and stronger anti-bullying policy.&lt;br /&gt;I do not condone discrimination, bullying, harassment, or intimidation against any student. But our policies MUST protect all students. Our actions need to clearly spell out our position that we desire to protect all students, which is not done by identifying another sub-group, especially one that is objectionable to the majority of our voters. No one has objections to the sub-groups as identified in our current policies. In most of these cases, I suspect the separate identifications are legally required. Such is not the case with sexual orientation as a unique sub-group.&lt;br /&gt;In closing, I would like to address those of you in the audience, and those watching our meeting at home on television. In just a few minutes this Board is going to vote on the motion before us. I want each and every one of you to know, that regardless of how each Board Member votes tonight, every one of these Members have one overriding theme in mind. It is "What is best for our students?" When we leave this meeting tonight, we will still all be friends. I ask you to also accept the majority vote, no matter which way this vote goes.&lt;br /&gt;Mr. President, I move to amend the motion by striking the words "sexual orientation" and after the word "disability" insert the words "or for any other reason".&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Here is the 2nd message:&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:arial;font-size:85%;"&gt;Mrs. High,&lt;br /&gt;I trust you received my previous message containing the comments I had prepared for the Clinton Community Schools Board Meeting. I presented those comments during the discussion on the (previous) motion to include sexual orientation in our harassment policy. The motion passed 6 - 1 (I voted No).&lt;br /&gt;The Board did unanimously agree to accept the proposed anti-bullying policy from Kennewick Schools that I presented. The policy was referred to our administration, with a plan to discuss it at our Committee of the Whole meeting the end of this month, and for Administration to report back with a proposal no later than our December meeting. To define victims is wrong because any child can be victimized by a bully.
